For most organisations rolling out Copilot or Copilot Chat to a pilot group, yes. For organisations scaling Copilot tenant-wide or building agents in Copilot Studio, this is the first phase, not the whole programme.

No. This is advisory. Decisions get made; configuration sits in a separate over-the-shoulder engagement.
